Review of the Smoke-free Environments Regulations 1999: Health Warnings on Tobacco Products - Consultation Document (2006)

The Ministry of Health is inviting submissions on a consultation document concerning health warnings on tobacco products sold in New Zealand. Comments received in response to an earlier wider-ranging consultation document on a review of the Smoke-free Environments Regulations 1999 have been summarised. This advice and further research and information have led to the development of this second consultation document which focuses on health warnings on tobacco products. It discusses a number of issues related to health warnings and seeks comment on these matters and on specific proposals for such warnings.
The objectives of the review are to:·
ensure that New Zealand complies with the mandatory requirements of Article 11 of the World Health Organization’s Framework Convention on Tobacco Control, which New Zealand has ratified, as a minimum
propose warnings that should optimally be required to be displayed on all tobacco products sold in New Zealand.
Following consultation on this document, the Ministry of Health will be providing advice to the Government on policy options for future New Zealand health warning requirements for tobacco products.
