Steering Group
The Steering Group comprises officials from government agencies and other people with important expertise. The composition of the Steering Group is set out below.

Contribution to the review
Ministry of Health
Public health expertise. The Ministry of Health is the lead advisor to the Government on health policy.
Alcohol Advisory Council of New Zealand
ALAC is a Crown Entity tasked with advising the Government on alcohol policy.
Ministry of Social Development
Will ensure a social sector-wide, long-term strategic view of well-being for all New Zealanders.
Ministry of Youth Development
Will contribute expertise on the interests and well-being of young people.
Ministry of Justice
Administers the Sale of Liquor Act 1989 and has expertise on legislative matters and the Bill of Rights Act.
Ministry for Culture and Heritage
Expertise on regulatory impacts on broadcasting.
Jane Wrightson
Chief Executive, Broadcasting Standards Authrority. Expertise on regulatory jurisdiction in relation to broadcasting and advertising. The BSA is a Crown Entity with responsibility for broadcasting standards and has some responsibilities in relation to broadcast alcohol advertising.
Hilary Souter
Executive Director, Advertising Standards Authority. Expertise on self-regulation of advertising. The ASA is the self-regulatory industry body responsible for regulating advertising.
Tim Harding
Consultant with expertise in addiction treatment, alcohol and drug policy, and related research.
Tim Rochford
Lecturer in Maori Health, Department of Public Health, Wellington School of Medicine. Can provide a Maori perspective, and public health and policy analysis expertise.
Stakeholder Reference Groups
The review will begin by identifying areas where the current regulatory framework does not meet the Government’s policy goals for alcohol advertising and conduct consultation with stakeholders to identify problems and potential solutions. While public health and well-being will be central concerns of the review, a balanced and fair approach will be adopted to consider all valid concerns and suggestions.
To assist with this, the Steering Group will establish stakeholder reference groups. This process will ensure that there is effective consultation with community (individuals and groups representing Mäori, Pacific peoples, consumers, parents, youth, sports clubs and others); industry (media and advertising, liquor, hospitality, retailers); public health non-government organisations and researchers; and officials from relevant government departments and agencies.
