9 Nov: Alcohol Reform Bill (2010) (www.legislation.govt.nz)
The Alcohol Reform Bill implements the Government’s decisions on the reform of alcohol legislation. These decisions were made in response to the Law Commission’s 2010 report, Alcohol in Our Lives: Curbing the Harm. The Bill was introduced early this afternoon and the introduction version of the Bill is available on the Government legislation website above

The Government has announced a comprehensive package to reform alcohol law. The package responds to the Law Commission's review of New Zealand’s alcohol laws. It adopts in full, or in part, 126 of the Law Commission's 153 recommendations as well as making other changes.

'Drivers of Crime' is an approach that focuses on addressing the underlying drivers of criminal offending within the New Zealand context. Reducing the harm from alcohol, and improving the availability and accessibility of alcohol and other drug treatment services is one of the four priority areas for cross-agency government action under the 'Drivers of Crime' approach.

Framework for preventing and reducing alcohol-related offending and victimisation 2010 - 2014 (www.police.govt.nz)
This framework outlines Police's principles and focus around alcohol issues for the next five years. The framework also reconfirms the growing emphasis on pro-active and preventative measures by Police to reduce alcohol-related harm, reduce the number of victims and provide value for money initiatives

Police and local government licensing inspectors in Timaru successfully advocated a change to the closing times of all bars in Timaru's central business district which resulted in a standard closing time of 3am.

2006

Application from the Alcohol Advisory Council of New Zealand to Food Standards Australia New Zealand to Amend the Food Standards (www.alac.org.nz)
The purpose of this application is to require all alcohol containers to carry a health and safety message advising of the dangers of drinking alcohol during pregnancy. The application is accompanied by an issues paper on mandatory labelling of beverage containers advising of the dangers of drinking during pregnancy, and a review of recent research on drinking, pregnancy and labels. The application, plus accompanying documents are included as Appendix 1 of Submission on Food Labelling Law and Policy Review.

The Impact of Enforcement on Intoxication and Alcohol Related Harm is a Wellington-based study testing the effectiveness of liquor licensing laws by police and regulatory officials in keeping drinking environments safe, and reducing liquor abuse and sales to minors.

Planning for the Sale of Alcohol - A Review of Research and Policy (Mar 2004)
This paper is one of two publications exploring issues and opportunities in planning for licensed premises that may contribute to the reduction of local alcohol-related harm.The aim of both this Review of Research and Policy, and the Issues paper below, is to present evidence, analysis and useful suggestions for consideration by local governments, public health units and communities.

Strengthening Drug Education in School Communities: Best Practice Handbook and A Practical Guide (www.myd.govt.nz) (2004)
The Best Practice Handbook for Design, Delivery and Evaluation Years 7-13 is for principals, health teachers, drug education providers and funders of drug education. In addition A Practical Guide provides a quick reference tool. The aim is to strengthen the effectiveness of the curriculum-based approach to drug education.

A guide to how the Ministry of Health funds public health services. Part Three outlines Service Specifications which form the basis of funding agreements with providers.

2002

Tackling Alcohol-related Offences and Disorder in New Zealand (Nov 2002)
Alcohol-related crime, disorder and nuisance cause concern in many New Zealand communities, leading to periodic calls for tougher enforcement of liquor laws by police. Most recently, anxiety has been expressed about increased youth access to alcohol, after the lowering of the minimum legal age for purchasing alcohol to 18 years. Preliminary data indicates that this change has led to an increase in underage drinking, particularly in public places, and an associated rise in alcohol-related disorder.

National Alcohol Strategy The National Alcohol Strategy has been designed to both complement and extend the National Drug Policy. It focuses on minimising alcohol-related harm to individuals, families and society.

Alcohol Accords: Getting Results - A Practical Guide for Accord Partners (May 2000)
An Alcohol Accord, properly managed, can produce a safer community together with specific benefits for the partners contributing to it. This guide gives practical advice and information to set up and maintain an Accord.
