Wellington City Liquor Control Bylaw: Evaluation Report
, published by New Zealand Police in August 2005, considers the effect of liquor bans in Wellington City.
It studies the impact of the bylaw, and draws lessons about how to increase the effectiveness of liquor bans. Issuing warnings for the majority of breaches could be holding back the crime prevention potential of liquor bans.
The Wellington inner-city liquor ban came into force in late 2003 in an effort to control a perceived public place drinking problem, and to minimise the impact of that drinking on offending and perceptions of safety.
The bylaw sits alongside other complementary initiatives that have been introduced in Wellington, such as CCTV cameras and foot-patrolling Council city safety officers.
The authors analysed Police offence and incident statistics, as well as qualitative data gathered from inner-city workers, residents or people who regularly use the area. Plus, they did observational research to assess compliance and enforcement.
The report also discusses signage, the issue of displacement, and the perceived impact on such bylaws on youth and homeless people.
